Digital Education in Transformation

“Equipping the younger generation with future-ready skills is of paramount importance. The Education Bureau has actively promoted innovation and technology, including AI education, to align with global trends, support the national goal of building a strong education system, and contribute to Hong Kong’s innovation and technology development objectives.”

In the 2024 Policy Address, the Chief Executive reaffirmed a strong commitment to advancing STEAM (Science, Technology, Engineering, Arts, and Mathematics) education in primary and secondary schools, fostering deep integration of innovative technologies, including artificial intelligence (AI), with education, and establishing the Steering Committee on Digital Education Strategy Development to promote digital education. Digital education is not a novel concept; over the past two decades, the Education Bureau (EDB) has implemented multiple information technology education strategies, encouraging schools to adopt e-learning to unleash students’ learning potential and enhance teaching and learning efficacy, laying a solid foundation across various disciplines.
The rapid advancement of cutting-edge technologies, such as AI, is ushering in a new wave of innovation and transformation in education. As a pivotal driver for strengthening national capabilities, stimulating economic growth, and advancing societal progress, technology underscores the critical importance of equipping the younger generation with future-ready skills. Strengthening digital education is an integral component of implementing the national strategy for invigorating the country through science, education, and talent development. It also serves as a foundation for promoting students’ holistic development, nurturing innovation and technology talent, and supporting the nation’s goal of building a strong country with robust talent reserves.

Four key directions for strengthening digital education:

1. Enhancing students’ digital literacy and skills to enable them to use digital technologies effectively and ethically, fostering responsible citizenship and lifelong learning;
2. Strengthening professional training for teachers in digital education, promoting the use of innovative technologies, particularly AI, to support teaching, encourage pedagogical innovation, and enhance teaching and learning efficacy;
3. Optimizing digital education infrastructure, establishing smart learning environments (including smart education platforms) to ensure equitable access to digital technologies for all students, while promoting personalized learning and the sharing of high-quality resources; and
4. Enhancing collaboration with local, Mainland, and international innovation and technology organizations, higher education institutions, and relevant sectors to foster synergy and drive the high-quality development of digital education.

EDB will continue to embrace a progressive and adaptive approach, optimizing curricula, nurturing talent, and actively supporting the national strategy for educational excellence and Hong Kong’s innovation and technology development goals.
